Abstract
According to the relevant provisions of the Environmental Impact Assessment Law of the People's Republic of China and the Interim Measures for Public Participation in Environmental Impact Assessment (State Environmental Protection Administration Circular 2006 [28]), the following announcement is made regarding the "Construction Project of Box-type Substation and Complete Set of High and Low Voltage Switchgear by Changsha Chengyuan Electric Appliance Co., Ltd."
1. Project Name and Overview:
Project Name: Construction Project of Box-type Substation and Complete Set of High and Low Voltage Switchgear by Changsha Chengyuan Electric Appliance Co., Ltd.
Project Overview: The new box-type substation and complete set of high and low voltage switchgear construction project by Changsha Chengyuan Electric Appliance Co., Ltd. had its environmental impact assessment report prepared by the former Changsha Environmental Science Research Institute in December 2007 - "Environmental Impact Report for the Construction Project of New Box-type Substation and Complete Set of High and Low Voltage Switchgear." The Liuyang City Environmental Protection Bureau granted environmental approval for the project on July 4, 2008, with document number Liuhuanfu [2008] No. 44. The project has passed acceptance by the Liuyang City Environmental Protection Bureau. Currently, the main works, auxiliary works, public works, office living facilities, and environmental protection works of the project have all been completed.
In the actual operation process of the new box-type substation and complete set of high and low voltage switchgear construction project by Changsha Chengyuan Electric Appliance Co., Ltd., in order to improve the surface treatment quality of products, ensure product competitiveness, and reduce production costs, a degreasing phosphating process (originally outsourced) has been added during the production process while maintaining the original production scale, product plan, land area, and overall layout basically unchanged.

Wastewater: The newly added water pollutant from the project is degreasing phosphating wastewater, approximately 5m3/d. The degreasing phosphating wastewater is treated using chemical coagulation + sedimentation + filtration methods. According to monitoring results, all major pollutant indicators can achieve standard discharge.
The water quality discharged from the project meets the acceptance standards of sewage treatment plants, with a small amount of wastewater discharge that will not impact the water quality or quantity at sewage treatment plants. After further treatment at Yong'an Sewage Treatment Plant, it will also not have a significant impact on regional surface water environmental quality.
Exhaust Gas: The project has taken measures to improve the industrial sulfuric acid addition method to avoid generating sulfuric acid mist, thus not adding new atmospheric pollution sources and having no significant impact on regional air quality.
Noise: The project uses low-noise equipment and does not add high-noise equipment, which has no significant impact on regional sound environment.
Solid Waste: The newly added solid waste from the project mainly includes sludge from wastewater treatment stations, phosphating and de-oiling rust removal waste residue, waste packaging barrels, and packaging bags. Sludge from phosphating wastewater treatment stations and phosphating and de-oiling waste residue are classified as hazardous waste and will be entrusted to a qualified hazardous waste disposal company (Hunan Shengheng Environmental Protection Fire Technology Co., Ltd.) for collection and disposal. Waste packaging barrels will be recycled by manufacturers, which will not impact the regional environment.

The construction project complies with relevant planning, has a reasonable site selection, and overall feasible environmental protection measures that meet environmental protection requirements. From an environmental protection perspective, this project's construction is feasible.
